I really don't know about the TTP, but the usual thing is that you always have to pay VAT, when value is above some limit. (from/to outside EU)
As far as I can see the TTP contains agreements to reduce tax on some specific goods, and there is usually no tax on toys. Signature now gets correct formatting if you edit it in your Profile. Use normal BBcode if you want.

In Norway we pay 25% VAT and a "handling charge" (around 10-15 USD) for anything with a value above NOK 350/USD 42,- (including shipping cost). And, since we are not in the EU, we pay, irrespective of where the parcel comes from. -Lars

There better be some advantage for the little man, otherwise upcoming TTIP make no sense at all other than for big corp and people that like litigating against countries (as happened with Canada and NAFTA).
