Little update, the silhoutte also appears on the manuals so tracing back on TC the earliest appearance so far would be 58127

I couldn't tell you when Tamiya started that - but I could made a guess about why: so cheap (possibly illiterate?) overseas labour could pack boxes (by comparing the pictures) rather than "expensive", educated Japanese workers?

Looks like the first sheet was the one for the 58119 Toyota Celica.
