I am not aware of any significance of the 35 number on the box art Grasshopper.

The "356" numbers on the decal sheet is typical Tamiya, they provide possibility to have different numbers to many models. My guess is that the idea is to give mates the opportunity to distinguish their models with different numbers.

Scale models typically have "real" numbers from the 1:1 teams available on the decals like these:
