Good question. What I know is that it also happens to the home page...
But there you get a "capture" from the site and a different announcement.
Reckon it's basically the same though.
Next time (let's home there is not) I'll see if any part of TB can be reached.
I'll make a bookmark menu in my browser - just in case.
I would suggest next time you are experiencing down time, check this site. It will tell you for sure which end the issue is on. From there troubleshooting could be easier.
